* [deps] Platform: Update argon2 to v0.40.1

* Update inclusion in context isolation

* Ensure node-gyp available for mac builds

Mac runners seem to have progressed above python 3.12, which removed `distutils`. We need to ensure it's installed for node-gyp compilations.
