vscode is capable of executing tsc with plugins, but uses the most relevant tsconfig to do so. If the plugin is not a part of that config, it is skipped and developers get no feedback of strict compile time issues. Refactor environment service to emit a single observable. This required significant changes to how the environment service behaves and tackles much of the tech debt planned for it.
Assign ownership to many of the remaining libs/common files.
Criteria for ownership:
* Files used by a single team, is now owned by that team.
* Files related to a domain owned by a team is now owned by that team.
* Where ownership is unclear the "lowest level" service takes ownership.
