Miles Blackwood 7f845e4717 Remove CredentialGeneratorService dependency

- Remove generatorService parameter from OverlayBackground constructor
   - Simplify autogeneration check to not use preferredAlgorithm$
   - Remove unused CredentialGeneratorService import and property
   - Add TODO comments for future service integration

   This makes the PR functional without requiring complex provider setup.
   Full integration of CredentialGeneratorService can be done in a follow-up.
