* Remove UI banner, fix method calls

* Invert showBanner -> hideBanner

* Add api call

* Minor tweaks and wording

* Change to active user state

* Simplify logic

* Add feature flag

* Do not clear on logout

* Update apps/web/src/locales/en/messages.json
