* Add direct upload api endpoints

* Create azure upload service

* Update max file size

* Update send file upload test

* Move internationalization string to correct document

* Allow for one shot blob uploads

* Remove unused helper

* Use FileUploadService

Fallback to legacy method on old server implementations.
