[PM-25533][BEEEP] Refactor license date calculations into extensions (#6295)

* Refactor license date calculations into extensions

* `dotnet format`

* Handling case when expirationWithoutGracePeriod is null

* Removed extra UseAdminSponsoredFamilies claim
