* feat: 
  - Add SendPasswordHasher class and interface
  - DI for SendPasswordHasher to use Marker class allowing us to use custom options for the SendPasswordHasher without impacting other PasswordHashers.
* test: Unit tests for SendPasswordHasher implementation
* doc: docs for interface and comments
