Ivan Andreev e45c23ab79 cmd/version: add support for openbsd/amd64 ...

After this patch the version command will be
- fully supported on openbsd/amd64
- stay stub on openbsd/i386 until we deprecate go 1.17
Remaining os/arch combinations stay as is.
